In the drive to achieve Millennium Development Goal 4, many countries declared free and compulsory primary education without planning for the inevitable massive increase in the number of children in school. In Turkana, northern Kenya, as elsewhere, children piled into classrooms where there were not enough teachers, books, desks, chairs, toilets or space. The quality of teaching suffered but enthusiasm for school usually stayed strong.
